Yet, this isn't a metric metre.... everything in metric uses nice, round
numbers, which doesn't happen with this definition

Of course, they could divide the speed of light by one million, which is nice and round in the decimal system, and define a new unit of length. That would be exactly one millionth of the speed of light. But then, they would have to convince everyone to change to that and use it (hoping that they wouldn't have to change it again).

This is pretty much arbitrary. They could choose any other constant related to length, divide or multiply it by a round decimal number, and define a different unit.
