And it is not up to you to pull out a crystal ball and decide what people 
mean for them.  Bush is making his case to the UN and to the US 
Congress, just as people have requested, and every time he listens to 
them, the people who proffer such prerequisites as a means of blocking 
the US from action on the issue either say he didn't do it in a way that 
pleases them, or raise the bar by placing additional demands.  He is 
simply being honest to the UN about their relevance and credibility as a 
global peacekeeping body being at stake on this issue.

He has made that case to the UN in part, and Blair will soon release a 
dossier that will finish the job.  The poll to which you refer was taken on 
Sept. 6th, before the UN speech, and the Time/USA Today poll was 
taken afterwards.  But you know that, and conveniently neglect to 
mention it.
