I suspect they started in Vegas, and have always been connected with
custom, chopped, or hot rod automobiles. Largely a midwest thang in these
united states- you'll see them occasionally here in the straight-laced
east, but not much. In CT, when I was a teen, hanging things from a
rearview mirror was illegal- anything attached which would obstruct a
driver's vision was a verboten. It was a mark of rebellion to hang
anything, and the usual accoutrements were the tassles from one's high
school graduation.

Making lots of the insides of a car fuzzy is also a mark of the make-out
artist.
