A hopefully self explanatory draft outline follows. Please feel free to make suggestions, argue points, add rationalizations etc. both at the meta level and on the suggested points. As usual, please be prepared to support any assertions.

[Hermit 0.1] Given the terminal impotence of the UN due to the pernicious influence of the Security Council veto, it is time to create a successor organization.
[Hermit 0.2] The organization will deemphasize the Westphalian national model and emphasize the fact that all people share their DNA and the planet. Humanity United (HU) is a suitable name.
[Hermit 0.3] The global economy is collapsing, with resource limitations and climate change threatening the survival of modern civilization. The pressure this creates makes this a perfect time to implement the establishment of a successor body.
[Hermit 0.4] The organization will initially adopt all existing measures of the UN, with the exception of the Security Council veto. Measures should be reevaluated to bring them into accordance with the new principles reflected below. New measures passed by remaining members of the UN will be evaluated and possibly adopted.
[Hermit 0.5] The organization will be empowered to act militarily in the event that any member or non-member should act without a mandate, to bring fighting to the speediest halt possible. The organization will mandate a cessation of trade with any member or non-member which is engaged in a war, engaged in internal oppression, committing war crimes or in breach of this regulation. The organization is prohibited from acting preemptively and recognizes unauthorized sanctions as a form of blockade and thus an act of war.
[Hermit 0.6] Funding is to be achieved by switching the funding streams from the UN to this organization. To eliminate funding issues and improve the ability to provide aid, the organization will provide for representation and voting on the basis of per capita fees paid to the organization. Any use of external financial or other benefits or threats to persuade members to act in concert is illegal and will cause suspension of the bribing or forcing party for a period commensurate to the size of the bribe or threat.
[Hermit 0.7] All voting is predicated on accepting and implementing all rights declarations including the right to travel.
[Hermit 0.8] Existing employees of the UN should be able to transfer to the new organization without penalty.
[Hermit 0.9] The organization should establish a neutral country, following the Vatican model, in a location provided by a host guaranteeing freedom of movement for those on its business.
[Hermit 0.10] The organization will adopt the following as urgent issues to be addressed:
[Hermit 0.10.1] Zero or negative population growth followed by a stable sustainable global population of 600m to 2 billion dependent on available energy and technology is required to reduce resource pressures and thus the pressure to war.
[Hermit 0.10.2] Affordable access to space is required for Space Solar and planetary genome protection.
[Hermit 0.10.3] Affordable space solar power is required to replace fossil supplies.
[Hermit 0.10.4] Climate stability is an urgent goal to reduce resource pressure.
[Hermit 0.10.5] Local population sustainability is required to reduce the threats of resource limitation.
[Hermit 0.11] To facilitate the above, nations commit to participating in programs to facilitate these goals in any ways possible including resettlement programs.
[Hermit 0.12] The organization and its members jointly and severally agree to defend any group which surrenders all weapons except personal firearms to this organization and which appoints this organization to provide its defensive capacity from any attack and undertake never to attack such a state.
[Hermit 0.13] Members agree to void all treaties, pacts, agreements or other arrangements which are in violation of these rules.
[0.14] The International Court is approved as the final arbiter of these clauses and disagreements between parties.
