Here's an idea I think DrSebby might like.....you know, "Courage...and shuffle the cards".
First, pull all foreign citizens out of Iraq.
Second, tell them, but not really mean it, that if they can't build a globally peaceable government in say, 3 years, we will nuke Baghdad.
na, na, na, na, na

...your tag line might be the wisest one-liner i've heard in a long long time. as for your idea, it wouldnt work since youre dealing with people operating on a completely different set of values. a better plan would be to pay a guys family 1 billion$ if he agrees to walk into bagdad, speaking the local dialects, claim that he is a messenger from allah, lecture them on how they are wrong, and how allah disapproves of their interpretations, and just as he's about to be torn to shreds(should take long enough for the word to get out of the bomb blast)...have him detonate a small neutron bomb sown into his gut cavity.
...the better option of course would be to pull out of the entire region, slowly wean ourselves through technology of their oil (venezuela and texas etc. still has it) ban anyone EVER having visited one of those countries from entering the USA(like they do with israel), and put a total embargo...cultural, economic, etc. on islamic nations or those with officially recognized populations, and allow police to check citizenship/visa status for any stop for a period of years...and just forget about them and their world of crap. lets face it, their values are currently too alien to ours to pretend friendship is really an option. give them a century and check up on them again.
DrSebby. "Courage...and shuffle the cards".

[rhinoceros] Heh, Sebby, I was reading something else of yours the other day:
"...i think i could run Haiti. i could turn that country around completely."
I wonder if you have worked out an equally detailed solution for them as well.

Like my husband, who was in Saudi Arabia as part of Desert Storm? Like refugees? Like people who visited the Middle East as part of their world travels 30 years ago? Like people who were born there but are now US citizens?
Are you meaning to "grandfather in" people who are already allowed in the US? Or what?

....yeah i know my supposed "solution" is absurd and foolish...i was merely entertaining my emotions for a minute or so on a bottle of wine.
...to ruin the fun, i freely confess that the situation is soooo complex, and with few solutions that dont cause equal harm as help. i am in no way one to offer a solution. it would take me oodles of in depth research and even then, i would be missing out on most of the really juicy portions of the story. in all likelyhood, it might have even been the wisest thing to turn the other cheek to 9-11. of course then there is the major issue of who are the players, what are they playing for, and how far are they willing to go (on all sides).
...so, i dont have the capacity to make accurate statements to this end...so i will have to just shut up about that which i dont really understand.

[rhinoceros] Heh, I assumed it was a joke in the first place. Now... to continue in the same spirit...
Solutions... if the bookies take bets I would put my money on the Great Ayatollah Sistani (http://slate.msn.com/id/2094814/). Well, maybe the citizens will have to settle for laws compatible with the Islam, but hey, why should Iraq be any different from its neighbors? Besides, all the media say that the guy is a secularist and he even gave an interview to a female reporter, if you can believe it!
As Dubya put it in his "State of the Union Address" (http://www.whitehouse.gov/news/releases/2004/01/20040120-7.html):
[Dubya] "We also hear doubts that democracy is a realistic goal for the greater Middle East, where freedom is rare. Yet it is mistaken, and condescending, to assume that whole cultures and great religions are incompatible with liberty and self-government. I believe that God has planted in every human heart the desire to live in freedom. And even when that desire is crushed by tyranny for decades, it will rise again. (Applause.)"
Hmm.. wait. Doesn't this sound like appeasement? The "A" word... Andrew Sullivan will be most upset over this...

[rhinoceros] Walter, no matter how much I appreciate your insight and your eagerness to see these issues resolved, quoting previous posts is not much different that writing new ones. We have a fairly big collection of them to suit everyone.
In any case, things would make much more sense to me if you changed your vote to "lift the ban." ;-)
