The UN has already given its permission when it ceetified the coalition
forces, including the US, to force Iraq to comply with UN mandates,
such as the continued inspections by UNSCOM, which Iraq has refused
to allow for four years while it pursues its WMD programs, and the
maintainence of the no-fly zones, established to protect the Kurds and
Shiites from the depredations of Saddam's military forces, which
Saddam has continued to militarily struggle against by constantly
attempting to shoot down the coalition aircraft enforcing it.
