A former top UN weapons inspector told a US Senate committee on Wednesday Iraq's arsenal was an active threat but the international community should give Saddam another chance to let inspectors in “before taking other measures.”
“I think we've got to go a little further way if for no other reason than to make clear to the world that we went the full distance to get the law obeyed and arms control restored before taking other measures,” Richard Butler said.

UN Secretary-General Kofi Annan aired his reservations about an attack on Iraq in comments published on Thursday.
“I have indicated that striking Iraq would be an unwise move,” Annan told the London-based Arabic daily Al Hayat. “I have no desire or authorisation to prepare the ground for a military operation...I really don't know if a decision has been taken to attack Iraq,” Annan said.
And Kuwait, "rescued" by the US, is refusing to allow it's territory to be used for an attack.
