I agree totally. Such systems are actually quite common -- many of my
engineering courses are structured like that; beginning from a few basic
observations and a mathematical model, and building from that. It always
amazes me how well such "fixed" structures work, not only in engineering
but also in such fields as religion (virus) and child-raising (TCS).

The key to using such systems is to understand that each one has limited
dominion -- that it only extends so far, and that (Godel wise), no such
system contains all truth.
