I would agree with Mr. Cook here. There are times when the collective
panic can benefit, but I would suggest that that is sheer coincidence in
almost all cases. I hold that collective panic is probably responsible for
many of the worst events in history, and seldom if ever leads to better
results than what would have happened in a reasoned response.
