A logical truth *can* be universal truth, it just needs some means of
verification external to the logical reduction to rise to that level.

'Quart' must then be defined using some other metric. This other metric
must then be defined. We go on like this, never actually finding out
what exactly a gallon is except as it relates to these other things.
Where does the floor end and my desk begin? If you had no definition for
floor, and no definition for desk, they would be one.
