I think the original point that was made was that some children reach their
FIRST teacher without any prepratory knowledge of what a book is. Making
the teacher have to acquaint them with the idea of <book holds information>
before they can begin teaching reading skills.

No matter how good the teacher is, they can't be held responsible for not
reading to the children as infants, before they began schooling.
