More germane, is what kind of agency other than some observer can give
anything 'meaning'? I don't think anyone is willing to make 'meaning' an
intrinsic property. 'Meaning' must be created by something- an observer.

Is the observation enough to impart meaning? Like I said, I think you are
working towards qualities of meaning, which, yes, could also be qualities
of the observers, the meaning-makers.

And there may be no answer here. It sounds like the old conundrum- if it
means well, don't fix it.... Science of course has no status quo of
meanings. Religion of course _is_ status quo of meanings.

The observer who rejects meaning finds the most.

There are always leftovers in the fridge.
