No, but it does mean that we should see such talk as a tool used by the
speaker to grab our attention and motivate our actions. This isn't to say
that such a speaker is manipulating us for an evil purpose--they could be
quite well meaning and genuinely concered for our wellbeing. This is no
contradiction.
Unless, of course, they are claiming that that *they* do not employ such
tools and that those who do are the evil ones.
