This looks like a domain confusion. "Getting attention" is usually
restricted to physical stimuli [which often carry/evoke memetic
information....]

The ability to choose between reference maps has a prerequisite: the
retention of information that conflicts with at least one of the
reference maps. Since multiple reference maps [almost by definition] are
mutually inconsistent, Level-2 cannot tolerate multiple reference maps.

The procedure of "getting attention", applied to memes [as opposed to
physical stimuli], is essential to maintaining a single reference map.
It has to be partially unlearned to support multiple maps.
