This Is Why Facts Matter

It was the single most illuminating presentation I have witnessed on the status of Iraq and the potential way forward. Neither man can be accused of shilling for either the administration or John McCain for numerous reasons: both have been strong critics of the war and O’Hanlon opposed the war at the onset and still believes on balance it has not made us safer. I understand from Brookings that the entire transcript will be posted, but I offer some highlights below.
O’Hanlon explained that the last three months has been the “spring of the blossoming of Iraqi security forces” and Iraq is on an “impressive trajectory” although we have not yet “reached a stable end point.” He stressed that the 80% reduction in civilian violence was much better than he thought possible. He went through a detailed review of Basra, conceding that Maliki’s actions took the Americans by surprise and that in the first week things went poorly. However, by the second week two brigades were deployed from Al Anbar ( a testimony to massive improvements in Iraq security force logistics) and the mission was successful, allowing the Iraqi army and national police force to now control the streets of Basra.
Pollack echoed these observations, saying that “The headline was the emergence of Iraqi security forces.” He explained that the fundamental shift from Americans leading with Iraqis in support to Iraqis leading not just “hold” but “clear” operations is now “well underway.” He observes that sectarian divisions within the military are receding as mixed Sunni and Shia units have been successful in Basra and Mosul operations. He sees vast improvement in military leadership which “is one of the main reasons for improvement” in the security situation. He credits the military success with allowing for a “fundamental rearrangement” of Iraqi politics, observing that Maliki is now “flying high” with new found respect from Sunnis. The big picture take away, he says, it that having achieved remarkable success with major issues we now can begin to address “second and third order problems” such as insuring that military forces “stay in their lane” and do not subvert civilian leadership.
I asked O’Hanlon whether his previous criticism that Barack Obama was in denial about facts on the ground still stood. In a lengthy answer he and then Pollack avoided a partisan hit on Obama and I think revealed their true purpose: to inform the public and policy makers about the real situation in Iraq and allow Democrats to in essence climb back off the surge opposition policy limb they have crawled out on. (This is my description; they were quite tactful and even optimistic that this is a time when political leaders can reorient themselves to new facts.) Both indicated that it would be a mistake with critical provincial and national elections upcoming in 2008 and 2009 to begin an abrupt withdrawal in 2009. O’Hanlon offered that Democrats could take credit for having pressured Iraqis on a political front with the clear message that our presence would not be indefinite and that they should accept that “the good news is you may be able to leave earlier than proposed based on progress and not on defeat.”
Continuing with the answer, Pollack said that “our support is absolutely critical” in the short term and that “a massive withdrawal of U.S. forces in 2009 is not a good idea.”
O’Hanlon continued by praising McCain’s May 2008 speech that envisioned half the U.S. forces out by the end of his first term. He then said that there might be a “more optimistic” timetable which Obama could conceivably adopt whereby we would return to pre-surge levels this year, see a modest reduction in 2009 and further reductions to 50,000-70,00 troops in 2011.
The program continued with many more probing questions and insightful answers which I strongly encourage all to read when the transcript is available.
I think this presentation highlighted several things. First, facts do matter and they are readily available to anyone who cares to find them. Second, the wisdom of the war and the mismanagement of the war for a number of years needs, for the sake of the country’s national security, to be separated from what we do now. As O’Hanlon said “we are where we are.” Third, Democrats can save face and claim credit for pressuring the Iraqi government if they are inclined to depart from their defeat at all costs approach. Fourth, no one should be Pollyannaish about the success to date but a better outcome than almost anyone would be imagined is now possible. Fifth, the military success of the surge followed by the remarkable progress of the Iraqi military has now empowered Maliki as a truly national political leader. That is what we had hoped when the surge began and that is the basis by which we can achieve a decent outcome and eventually draw down our troops. Finally, I am considerably less optimistic than O’Hanlon that there is now a political window during which the Democrats can be weaned from their defeatist perspective. I fear it would be too great a shift for Obama and the Democrats who have banked on failure. I hope I am wrong and pray that this is the beginning of a reconciliation with reality.
Why We Went to Iraq

http://online.wsj.com/article/SB121253706422142819.html?mod=rss_opinion_mainOf all that has been written about the play of things in Iraq, nothing that I have seen approximates the truth of what our ambassador to Baghdad, Ryan Crocker, recently said of this war: "In the end, how we leave and what we leave behind will be more important than how we came."
It is odd, then, that critics have launched a new attack on the origins of the war at precisely the time a new order in Iraq is taking hold. But American liberal opinion is obsessive today. Scott McClellan can't be accused of strategic thinking, but he has been anointed a peer of Zbigniew Brzezinski and Brent Scowcroft. A witness and a presumed insider – a "Texas loyalist" – has "flipped."
Mr. McClellan wades into the deep question of whether this war was a war of "necessity" or a war of "choice." He does so in the sixth year of the war, at a time when many have forgotten what was thought and said before its onset. The nation was gripped by legitimate concern over gathering dangers in the aftermath of 9/11. Kabul and the war against the Taliban had not sufficed, for those were Arabs who struck America on 9/11. A war of deterrence had to be waged against Arab radicalism, and Saddam Hussein had drawn the short straw. He had not ducked, he had not scurried for cover. He openly mocked America's grief, taunted its power.
We don't need to overwork the stereotype that Arabs understand and respond to the logic of force, but this is a region sensitive to the wind, and to the will of outside powers. Before America struck into Iraq, a mere 18 months after 9/11, there had been glee in the Arab world, a sense that America had gotten its comeuppance. There were regimes hunkering down, feigning friendship with America while aiding and abetting the forces of terror.
Liberal opinion in America and Europe may have scoffed when President Bush drew a strict moral line between order and radicalism – he even inserted into the political vocabulary the unfashionable notion of evil – but this sort of clarity is in the nature of things in that Greater Middle East. It is in categories of good and evil that men and women in those lands describe their world. The unyielding campaign waged by this president made a deep impression on them.
Nowadays, we hear many who have never had a kind word to say about the Iraq War pronounce on the retreat of the jihadists. It is as though the Islamists had gone back to their texts and returned with second thoughts about their violent utopia. It is as though the financiers and the "charities" that aided the terror had reconsidered their loyalties and opted out of that sly, cynical trade. Nothing could be further from the truth. If Islamism is on the ropes, if the regimes in the saddle in key Arab states now show greater resolve in taking on the forces of radicalism, no small credit ought to be given to this American project in Iraq.
We should give the "theorists" of terror their due and read them with some discernment. To a man, they have told us that they have been bloodied in Iraq, that they have been surprised by the stoicism of the Americans, by the staying power of the Bush administration.
There is no way of convincing a certain segment of opinion that there are indeed wars of "necessity." A case can always be made that an aggressor ought to be given what he seeks, that the costs of war are prohibitively high when measured against the murky ways of peace and of daily life.
"Wars are not self-starting," the noted philosopher Michael Walzer wrote in his seminal book, "Just and Unjust Wars." "They may 'break out,' like an accidental fire, under conditions difficult to analyze and where the attribution of responsibility seems impossible. But usually they are more like arson than accident: war has human agents as well as human victims."
Fair enough. In the narrow sense of command and power, this war in Iraq is Mr. Bush's war. But it is an evasion of responsibility to leave this war at his doorstep. This was a war fought with congressional authorization, with the warrant of popular acceptance, and the sanction of United Nations resolutions which called for Iraq's disarmament. It is the political good fortune (in the world of Democratic Party activists) that Sen. Barack Obama was spared the burden of a vote in the United States Senate to authorize the war. By his telling, he would have us believe that he would have cast a vote against it. But there is no sure way of knowing whether he would have stood up to the wind.
With the luxury of hindsight, the critics of the war now depict the arguments made for it as a case of manipulation and deceit. This is odd and misplaced: The claims about Iraq's weapons of mass destruction were to prove incorrect, but they were made in good faith.
It is also obtuse and willful to depict in dark colors the effort made to "sell" the war. Wars can't be waged in stealth, and making the moral case for them is an obligation incumbent on the leaders who launch them. If anything, there were stretches of time, and critical turning points, when the administration abdicated the fight for public opinion.
Nor is there anything unprecedented, or particularly dishonest, about the way the rationale for the war shifted when the hunt for weapons of mass destruction had run aground. True, the goal of a democratic Iraq – and the broader agenda of the war as a spearhead of "reform" in Arab and Muslim lands – emerged a year or so after the onset of the war. But the aims of practically every war always shift with the course of combat, and with historical circumstances. Need we recall that the abolition of slavery had not been an "original" war aim, and that the Emancipation Proclamation was, by Lincoln's own admission, a product of circumstances? A war for the Union had become a victory for abolitionism.
America had not been prepared for nation-building in Iraq; we had not known Iraq and Iraqis or understood the depth of Iraq's breakdown. But there was nothing so startling or unusual about the connection George W. Bush made between American security and the "reform" of the Arab condition. As America's pact with the Arab autocrats had hatched a monster, it was logical and prudent to look for a new way.
"When a calf falls, a thousand knives flash," goes an Arabic proverb. The authority of this administration is ebbing away, the war in Iraq is unloved, and even the "loyalists" now see these years of panic and peril as a time of exaggerated fear.
It is not easy to tell people of threats and dangers they have been spared. The war put on notice regimes and conspirators who had harbored dark thoughts about America and who, in the course of the 1990s, were led to believe that terrible deeds against America would go unpunished. A different lesson was taught in Iraq. Nowadays, the burden of the war, in blood and treasure, is easy to see, while the gains, subtle and real, are harder to demonstrate. Last month, American casualties in Iraq were at their lowest since 2003. The Sunnis also have broken with al Qaeda, and the Shiite-led government has taken the war to the Mahdi Army: Is it any wonder that the critics have returned to the origins of the war?
Five months from now, the American public will vote on this war, in the most dramatic and definitive of ways. There will be people who heed Ambassador Crocker's admonition. And there will be others keen on retelling how we made our way to Iraq.

There Is a Military Solution to Terror

http://online.wsj.com/article/SB121244926833339577.html?mod=rss_opinion_mainSadr City in Baghdad, the northeastern districts of Sri Lanka and the Guaviare province of Colombia have little in common culturally, historically or politically. But they are crucial reference points on a global map in which long-running insurgencies suddenly find themselves on the verge of defeat.
For the week of May 16-23, there were 300 "violent incidents" in Iraq. That's down from 1,600 last June and the lowest recorded since March 2004. Al Qaeda has been crushed by a combination of U.S. arms and Sunni tribal resistance. On the Shiite side, Moqtada al Sadr's Mahdi Army was routed by Iraqi troops in Basra and later crumbled in its Sadr City stronghold.
In Colombia, the 44-year-old FARC guerrilla movement is now at its lowest ebb. Three of its top commanders died in March, and the number of FARC attacks is down by more than two-thirds since 2002. In the face of a stepped-up campaign by the Colombian military (funded, equipped and trained by the U.S.), the group is now experiencing mass desertions. Former FARC leaders describe a movement that is losing any semblance of ideological coherence and operational effectiveness.
In Sri Lanka, a military offensive by the government of President Mahinda Rajapaksa has wrested control of seven of the nine districts previously held by the rebel group LTTE, better known as the Tamil Tigers. Mr. Rajapaksa now promises victory by the end of the year, even as the Tigers continue to launch high-profile terrorist attacks.
All this is good news in its own right. Better yet, it explodes the mindless shibboleth that there is "no military solution" when it comes to dealing with insurgencies. On the contrary, it turns out that the best way to end an insurgency is, quite simply, to beat it.
Why was this not obvious before? When military strategies fail – as they did in Vietnam while the U.S. pursued the tactics of attrition, or in Iraq prior to the surge – the idea that there can be no military solution has a way of taking hold with civilians and generals eager to deflect blame. This is how we arrived at the notion that "political reconciliation" is a precondition of military success, not a result of it.
There's also a tendency to misjudge the aims and ambitions of the insurgents: To think they can be mollified via one political concession or another. Former Colombian president Andres Pastrana sought to appease the FARC by ceding to them a territory the size of Switzerland. The predictable result was to embolden the guerrillas, who were adept at sensing and exploiting weakness.
The deeper problem here is the belief that the best way to deal with insurgents is to address the "root causes" of the grievance that purportedly prompted them to take up arms. But what most of these insurgencies seek isn't social or moral redress: It's absolute power. Like other "liberation movements" (the PLO comes to mind), the Tigers are notorious for killing other Tamils seen as less than hard line in their views of the conflict. The failure to defeat these insurgencies thus becomes the primary obstacle to achieving a reasonable political settlement acceptable to both sides.
This isn't to say that political strategies shouldn't be pursued in tandem with military ones. Gen. David Petraeus was shrewd to exploit the growing enmity between al Qaeda and their Sunni hosts by offering former insurgents a place in the country's security forces as "Sons of Iraq." (The liberal use of "emergency funds," aka political bribes, also helped.) Colombian President Álvaro Uribe has more than just extended amnesty for "demobilized" guerrillas; he's also given them jobs in the army.
But these political approaches only work when the intended beneficiaries can be reasonably confident that they are joining the winning side. Nobody was abandoning the FARC when Mr. Pastrana lay prostrate before it. It was only after Mr. Uribe turned the guerrilla lifestyle into a day-and-night nightmare that the movement's luster finally started to fade.
Defeating an insurgency is never easy even with the best strategies and circumstances. Insurgents rarely declare surrender, and breakaway factions can create a perception of menace even when their actual strength is minuscule. It helps when the top insurgent leaders are killed or captured: Peru's Shining Path, for instance, mostly collapsed with the capture of Abimael Guzmán. Yet the Kurdish PKK is now resurgent nine years after the imprisonment of Abdullah Ocalan, thanks to the sanctuary it enjoys in Northern Iraq.
Still, it's no small thing that neither the PKK nor the Shining Path are capable of killing tens of thousands of people and terrorizing whole societies, as they were in the 1980s. Among other things, beating an insurgency allows a genuine process of reconciliation and redress to take place, and in a spirit of malice toward none. But those are words best spoken after the terrible swift sword has done its work.
Iraq Starts to Fix Itself

Yet it is now plain that over the past several months, while Americans have been distracted by their presidential primaries, many things in Iraq have at long last started to go right.
This improvement goes beyond the fall in killing that followed General David Petraeus's “surge”. Iraq's government has gained in stature and confidence. Thanks to soaring oil prices it is flush with money. It is standing up to Iraq's assorted militias and asserting its independence from both America and Iran. The overlapping wars—Sunni against American, Sunni against Shia and Shia against Shia—that harrowed Iraq after the invasion of 2003 have abated. The country no longer looks in imminent danger of flying apart or falling into everlasting anarchy. In September 2007 this newspaper supported the surge not because we had faith in Iraq but only in the desperate hope that the surge might stop what was already a bloodbath from becoming even worse (see article). The situation now is different: Iraq is still a mess, but something approaching a normal future for its people is beginning to look achievable.
The guns begin to fall silent
As General Petraeus himself admits, and our briefing this week argues, the change is fragile, and reversible (see article). But it is real. Only a few months ago, Iraq was in the grip not only of a fierce anti-American insurgency but also of a dense tangle of sectarian wars, which America seemed powerless to stop. Those who thought it was just making matters worse by staying on could point to the bloody facts on the ground as evidence. But now it is time to look again. Each of those overlapping conflicts has lately begun to peter out.
A few Sunnis, motivated by Islam or simple resentment of foreign military occupation, continue to attack American forces. But many Sunni tribes, repelled by the atrocities committed by their former and often foreign allies in al-Qaeda, have joined the so-called Sunni awakening, the Sahwa, and crossed over to America's side. At the same time, Sunnis and Shias have stopped killing each other in the vast numbers that followed the blowing up of a Shia shrine in early 2006. General Petraeus's surge is only one reason for this. Another reason, less flattering to the Americans, is that after last year's frenzied ethnic cleansing fewer neighbourhoods are still mixed. But it is also the case that a lot of Iraqis, having waded briefly into the horror of indiscriminate sectarian slaughter, have for the present made a conscious decision to step back.
The conflict between Shias and Shias has died down too. In the past few weeks Iraq's prime minister, Nuri al-Maliki, has belied a reputation for weakness by sending the army to take control of the port city of Basra and the Baghdad slum known as Sadr City, both strongholds until then of the powerful militia run by Muqtada al-Sadr, a vehemently anti-American Shia cleric. The fact that Mr Sadr considered it wise not to resist suggests not only that the army is now strong enough to out-face private militias but also that the state has acquired far greater political legitimacy, in Shia minds at least.
Needless to say, these conflicts could resume. The Sunnis fighting on America's side today could direct their fire back towards the Americans and Shias tomorrow if not enough room is made for them in the new, Shia-dominated order. On the Shia side, it is not clear whether Mr Sadr has given up violence for good. And his is not the only political movement to have a private army. Sunnis, Shias and Kurds alike still see their respective militias as a hedge against an uncertain future.
To that extent, Iraq is still far from normality. But if the calm survives, politics will at least have a chance. Mr Maliki's next job is therefore to go ahead with the provincial elections due before the end of the year. A good showing by the Sunnis, too few of whom voted in 2005, could bring them back into the political mainstream, enabling them to wield serious power in their own provinces at least. The elections can also provide a useful alternative path to power for the Sadrists, if they really have given up violence and decide to take part.
George Bush meanwhile has a further part to play, which consists mainly of not doing things that might tempt him. He should not, for example, attack Iran. One of the impressive things about Iraq's present government is its refusal to take sides between America and its next-door neighbour. It needs good relations with both if it is to prosper. Mr Bush has also to find a way to leave to his successor the business of negotiating a new agreement on the status of American forces in Iraq. This may become a toxic issue in Iraq's elections as the existing UN mandate expires. Mr Maliki is said to want a guarantee that America will defend its borders. His opponents accuse America of seeking permanent bases in Iraq, turning it into a vassal. It would be wrong for a lame duck in Washington to tie the hands of the next administration on such matters.
It's really not about that any more
In highlighting the improved conditions in Iraq we do not mean to justify The Economist's support of the invasion of 2003 (see article). Too many lives have been shattered for that. History will still record that the invasion and occupation have been a debacle. Iraqis even now live under daily threat of violent death: hundreds are killed each month. They remain woefully short of the necessities of life, such as jobs, clean water and electricity. Iraq's government is gaining confidence faster than competence. It is still fractious, and in many places corrupt.
Nor does it follow that a turn for the better necessarily validates John McCain's insistence on America staying indefinitely. A safer Iraq might make Barack Obama's plan to pull out most American troops within 16 months more feasible, though at the moment a precipitate withdrawal looks foolish. But to guard the fragile improvements, the key for America must be flexibility. Both candidates have to keep their options open. If America's next president gets Iraq wrong because he has boxed himself in during the campaign, all the recent gains may be squandered and Iraq will slide swiftly back into misery and despair. That would be to fail twice over.
A Partnership With Iraq
The Shiite government signals a desire for an alliance with the United States. Shouldn't that be welcomed?

Prime Minister Nouri al-Maliki, whose coalition is often portrayed as an Iranian client, traveled to Tehran for a meeting with supreme leader Ayatollah Ali Khamenei. The ayatollah bluntly declared that Iraq's "most important problem" was the continuing presence of U.S. troops. He pressured Mr. Maliki to stop negotiating a package of agreements with the Bush administration that would delineate a "strategic framework" between Iraq and the United States and provide for the deployment of U.S. forces beyond the expiration of a U.N. mandate at the end of this year.
Mr. Maliki refused. He assured his Iranian hosts that Iraq would not be a launching pad for an American attack on Iran. But he pointedly told a press briefing that negotiations on the strategic partnership would continue. He repeated that commitment on Friday, even after warning that the talks had "reached a dead end." In effect, the Iraqi prime minister was saying that his country does not want to become an Iranian satellite but an independent Arab state that would look to the United States to ensure its security.
This would seem to be an obvious U.S. gain in what, according to Sen. Barack Obama (D-Ill.) as well as President Bush, is the urgent task of countering Iran's attempt to dominate the Middle East. It means that Iraq, a country with the world's second largest oil reserves and a strategic linchpin of the Middle East, just might emerge from the last five years of war and turmoil as an American ally, even if its relations with Iran remain warm.
So it's hard to fathom why Democrats in Congress have joined Ayatollah Khamenei in denouncing the U.S.-Iraqi agreements even before they are written. Critics such as Sen. James Webb (D-Va.) are professing to be outraged that the Bush administration might be forging a relationship with Iraq "that parallels the Korea-Japan history," as Mr. Webb put it. They claim to be shocked by the suggestions of Sen. John McCain (R-Ariz.) that U.S. forces might remain in Iraq for decades without controversy if they did not suffer casualties, as has happened in Japan and South Korea. Yet the U.S. alliances with Japan and South Korea have been among the most successful in this nation's history. While building a similar bond with Iraq may prove impossible, it's hard to understand why Democrats would oppose it in principle.
In fact, much of the controversy over the negotiations is based on misinformation, some of it spread by Iran's proxies in Iraq. There are claims that the Bush administration is seeking to establish scores of permanent U.S. bases. In fact, Iraq has merely asked that the agreement list the bases from which American forces would be permitted to operate. It is claimed that the deals would perpetuate the U.S. "occupation." In fact, they would be a major step in the opposite direction, by placing American troops under the sovereignty of the Iraqi government rather than the United Nations.
If the United States were to make a formal commitment to defend Iraq from external aggression, congressional consideration and approval of the pact would be appropriate. For now, the biggest risk is that Tehran and its allies will pressure Mr. Maliki into backing away from a partnership with Washington. In that case, Iran would hasten to substitute itself as Iraq's defender and strategic ally, with momentous implications for the rest of the Middle East. Surely this is not what the Democrats want.
Why Iraqis Back McCain

Ricardo Sanchez ran counterinsurgency ops -- the Arizona Republican is sure to carry at least one battleground state by a landslide. That state is called Iraq.
Last week, the Pew Research Center released the results of a survey of more than 24,000 people in 24 countries. Result: From Japan to Tanzania to Germany to Russia, the world has "more confidence" in Barack Obama than in his Republican rival to "do the right thing regarding world affairs."
But Pew did not poll Iraqis, whose opinions about the choice America makes should weigh at least as heavily with us as the collective wisdom of, say, Brazil. Whom would they prefer as the next U.S. president?
Constraints of time and money being what they are, I have not gotten round to phoning 1,000 Iraqis to get their views on Obama-McCain. But I did sit down last week with four key provincial Iraqi leaders, Sunnis and Shiites, who -- without actually endorsing Mr. McCain -- made their views abundantly clear.
"The Iraqis are really fearful about some of the positions the Democratic Party has adopted," says Sheik Ahmed Abu Rishah. "If the Democrats win, they will be withdrawing their forces in a very rapid manner."
Mamoun Sami Rashid al-Alawi, the governor of Anbar province, agrees. "We have over a million casualties, thousands of houses destroyed," he says. "Are we going to tell [Iraqis] that the game is over? That the Americans are pulling out?"
Messrs. Abu Rishah and Awani, both Sunni, have possibly the toughest political jobs on the planet. Sheik Abu Rishah inherited the leadership of the Iraq Awakening movement when his brother was killed by al Qaeda last September. Gov. Awani's immediate predecessor was kidnapped and killed by insurgents, and he has survived more than a score of assassination attempts.
Today, the governor speaks with a mixture of confidence and foreboding. He insists al Qaeda has been vanquished. But, he adds, "Iraq is in a strategic location and has huge resources. There are a lot of eyes on Iraq." Later in the conversation, he makes his point more precisely. "Liberating Iraq is a very good dish. And now you are going to hand it over to Iran?"
A sense of incredulity hangs over the way Iraqis see the U.S. political debate taking shape. The governor tells a moving story about their visit to Walter Reed hospital, where they were surprised to find smiles on the faces of GIs who had lost limbs. "The smile is because they feel they have accomplished something for the American people."
But the Iraqis came away with a different impression in Chicago, where they had hoped to meet with Mr. Obama but ended up talking to a staff aide. "We noticed there was a concentration on the negatives," the governor recalls. "The Democrat kept saying that Americans have committed a lot of mistakes. Yes, that's true, but why don't you concentrate on what the Americans have achieved in Iraq?"
The Iraqis are even more incredulous about Mr. Obama's willingness to negotiate with Iran, which they see as a predatory regime. "Do you Americans forget what the Iranians did to your embassy?" asks the governor. "Don't you know that Ahmadinejad was one of [the hostage takers]?"
Here Hussein Ali al-Shalan, a Shiite from Diwaniyah in southern Iraq, offers a view. "For a long time, Iran has felt like Iraq is theirs. Our fear [about U.S. negotiations with Iran] is, you will be giving them something that we believe would prolong our agony. We are not against Iran. We have to coexist and work toward our mutual interests. The question is, is this possible at this stage? That's why we need the army to give a final push so the Iraqis can feel the fruits of our democracy."
It's not just Iran. "There is no other country that supports us," says Gov. Awani. "What is happening in Iraq scares everyone," by which he means the neighboring autocracies that have something to fear from a successful democratic model in their midst.
That only makes America's ambivalence toward its democratic creation that much stranger to the Iraqis. Will the next administration abandon both its principles and its friends in the region? For what?
The administration and the Iraqi government are now wrangling over a status-of-forces agreement -- evidence that Iraq has reached a point where it can once again act like a sovereign nation. But the Iraqis leave no doubt that they want a deal, not least "so Iraq would be able to protect U.S. interests in the region," as Sheik Abu Rishah puts it. Having lost 4,100 Americans for Iraq, the Iraqis are offering to return the sacrifice -- assuming only that the alliance endures.
Throughout our interview, the men did not stop fingering their prayer beads, as if their future hinges on their ability to make their case to the American public. They're right: It does. Which is why Iraq, all but alone among the nations, will be praying for a McCain victory on the first Tuesday in November.
Taking the War to the Dems
Victory or defeat?

Rather than “continue a policy in Iraq that asks everything of our brave men and women in uniform and nothing of Iraqi politicians. . . . It’s time for Iraqis to take responsibility for their future.”
We know Obama hasn’t been to Iraq in more than two years, but does he not read the papers? Does he not know anything about developments on the ground? Here is the “nothing” that Iraqis have been doing in the last few months:
1. Prime Minister Nouri al-Maliki sent the Iraqi army into Basra. It achieved in a few weeks what the British had failed to do in four years: take the city, drive out the Mahdi army, and seize the ports from Iranian-backed militias.
2. When Mahdi fighters rose up in support of their Basra brethren, the Iraqi army at Maliki’s direction confronted them and prevailed in every town — Najaf, Karbala, Hilla, Kut, Nasiriyah, and Diwaniyah — from Basra to Baghdad.
3. Without any American ground forces, the Iraqi army entered and occupied Sadr City, the Mahdi army stronghold.
4. Maliki flew to Mosul, directing a joint Iraqi-U.S. offensive against the last redoubt of al-Qaeda, which had already been driven out of Anbar, Baghdad, and Diyala provinces.
5. The Iraqi parliament enacted a de-Baathification law, a major Democratic benchmark for political reconciliation.
6. Parliament also passed the other reconciliation benchmarks — a pension law, an amnesty law, and a provincial elections and powers law. Oil revenues are being distributed to the provinces through the annual budget.
7. With Maliki having demonstrated that he would fight not just Sunni insurgents (e.g., in Mosul) but Shiite militias (e.g., the Mahdi army), the Sunni parliamentary bloc began negotiations to join the Shiite-led government. (The final sticking point is a squabble over a sixth Cabinet position.)
The disconnect between what Democrats are saying about Iraq and what is actually happening there has reached grotesque proportions. Democrats won an exhilarating electoral victory in 2006 pledging withdrawal at a time when conditions in Iraq were dire and we were indeed losing the war. Two years later, when everything is changed, they continue to reflexively repeat their “narrative of defeat and retreat” (as Joe Lieberman so memorably called it) as if nothing has changed.
It is a position so utterly untenable that John McCain must seize the opportunity and, contrary to conventional wisdom, make the Iraq War the central winning plank of his campaign. Yes, Americans are war-weary. Yes, most think we should not have engaged in the first place. Yes, Obama will keep pulling out his 2002 speech opposing the war.
But McCain’s case is simple. Is not Obama’s central mantra that this election is about the future not the past? It is about 2009, not 2002. Obama promises that upon his inauguration, he will order the Joint Chiefs to bring him a plan for withdrawal from Iraq within 16 months. McCain says that upon his inauguration, he’ll ask the Joint Chiefs for a plan for continued and ultimate success.
The choice could not be more clearly drawn. The Democrats’ one objective in Iraq is withdrawal. McCain’s one objective is victory.
McCain’s case is not hard to make. Iraq is a three-front war — against Sunni al-Qaeda, against Shiite militias, and against Iranian hegemony — and we are winning on every front:
We did not go into Iraq to fight al-Qaeda. The war had other purposes. But al-Qaeda chose to turn it into the central front in its war against America. That choice turned into an al-Qaeda fiasco: Al-Qaeda in Iraq is now on the run and in the midst of stunning and humiliating defeat.
As for the Shiite extremists, the Mahdi army is isolated and at its weakest point in years.
Its sponsor, Iran, has suffered major setbacks, not just in Basra, but in Iraqi public opinion, which has rallied to the Maliki government and against Iranian interference through its Sadrist proxy.
Even the most expansive American objective — establishing a representative government that is an ally against jihadists, both Sunni and Shiite — is within sight.
Obama and the Democrats would forfeit every one of these successes to a declared policy of fixed and unconditional withdrawal. If McCain cannot take to the American people the case for the folly of that policy, he will not be president. Nor should he be.
Give the speech, senator. Give it now.
No More Gazas

They ask three important questions that everyone in the United States ought to have answered before casting a vote in the November election.
Senator McCain has yet to give the American people clear answers to three fundamental questions: What, exactly, are the political objectives of keeping large numbers of American soldiers in Iraq for years to come? What plausible outcome would benefit the United States enough to justify the wrenching costs of achieving those objectives? And what, concretely, is the strategy for getting there?
I am not affiliated with the McCain campaign in any way and cannot be considered one of its spokesmen. These are important questions, however, and Senator McCain shouldn’t be the only one with some answers.
First let’s get something out of the way. Not every war is fought for the purpose of achieving something good or creating something new that has never existed--an Arab democracy in Iraq, for example. Wars are also fought to maintain a status quo and to prevent a bad outcome.
Dujarric and Zelleke are understandably skeptical about the emergence of a democratic Iraq friendly to the United States in light of Hamas's victory in the last elections in the West Bank and Gaza. But let’s set aside the fact that Iraq isn’t Gaza. Let's also assume, for the sake of argument, that Iraq will never be a light unto the nations or a shining city on a hill in the Middle East. Even if Iraq never becomes a model democratic state in the Arab world--which would benefit Americans and Arabs alike--far worse outcomes are possible than a limited victory, a stalemate, or even several more years of relative dysfunction and chaos. The worst case scenario would be, as Dujarric and Zelleke imply, the transformation of Iraq into a California-sized oil-rich Gaza.
The quickest and most reliable way to get from here to there would be for the United States military to step out of the way now and let the most ruthless factions violently take over the country without interference. Iraqis are most unlikely to vote themselves into a Gaza scenario. The insurgent groups, remember, are those that lost the elections and can only acquire power through force. Even if an unambiguous victory is impossible in the short or medium term for the United States and the elected government of Iraq, a victory of any kind for Al Qaeda in Iraq or Moqtada al Sadr’s radical Mahdi Army militia is likewise impossible while American forces remain on the ground and in the way.
To answer the first question, then, America’s primary political objective must be the prevention of a coup d’etat by Iranian proxy militias and Al Qaeda’s terrorist army. What plausible outcome would justify future costs? Any outcome other than that one. The Gaza scenario is the worst case scenario because it all but guarantees another war will be fought in Iraq by American soldiers. What’s the strategy for preventing that outcome? The current one.
The new counterinsurgency strategy implemented by General David Petraeus is the only one that has ever worked in that country. It doesn’t need to be fixed, and it shouldn’t be modified. Levels of violence are at their lowest in years. Fallujah, Ramadi, Baqubah, and most parts in Baghdad were pacified last year. Much of Basra, Sadr City, and Mosul were pacified this year. Considerable political progress has been made toward reconciliation between the Sunni and Shia communities, in large part because both built trust with the other by turning against their own extremists.
The war in Iraq is beginning to look less like a war and more like a rough-around-the-edges peacekeeping mission. Prematurely removing peacekeepers from the fragile and still-volatile country would, in all likelihood, reignite the war that is finally winding down. If Iraq still looked like a quagmire, as it did two years ago, a tactical retreat might be the right call. Retreating now, though, would be gratuitous. Every military and political gain made since the surge was implemented last year would be undone. And for what?
What was once Iraq’s best-case scenario may no longer be possible. I don’t know, and neither does anyone else. The worst-case scenario, though, is all but impossible while American soldiers remain in Iraq--which is reason enough by itself for American soldiers to remain in Iraq.
