nail clippers unopened

Until recently I worked in a homeless shelter, specifically in the drunk-tank portion. I kept a note I received from a really young guy, definitely an alcoholic but a good kid and he was hoping for nail clippers. I always sort of pictured the nameless predators on the streets zeroing in on him. One minute he'd be there and then the next he'd just be gone. Less trace than a carbon shadow on Hiroshima's walls.
He is mute though not deaf. I don't think he is mentally handicapped, but possibly brain damaged. The only sounds he can make are odd gutteral throat...things. I haven't seen nor thought of him in a couple of years, till I found this little scrap of paper he passed me one night and I kept. I guess I kept it because of the odd and random reference to tech.
His printing is awful & I'll fix it, but more or less exactly:
