A year after the September 11 attacks, former newsweek editor Mivhael 
Hirsh assesses George W. Bush's foreign policy.  Rather than continue 
veering in the direction of undiluted unilateralism, he argues, the Bush 
administration must actively internationalize U.S. values.  Indeed, these 
ideas are needed most in the war on terror.
