It is almost certainly a scam designed to obtain your eBay and Credit Card Data and should be ignored.
My recommendation would normally be to forward any messages received which look like this, (including their headers) directly to the supplier's contact address. In this case, if eBay has such an address, it is well hidden. In any case whenever completing information which should be secured, you should check for the use of "https://" and ensure that the addresses for web pages and email are what you would expect.
